Job Title: Client Development Senior Manager - State and Local Government Health Location: Chicago (60606) Pay Range: $170,000 - $187,000 Employment Type: Full-Time/Direct Hire The Opportunity As a nationally recognized State Health Transformation practice continues to expand, the organization is seeking an experienced business development leader with a strong background in state and local government health care procurements and contracting. This role is ideal for a professional with deep familiarity with public-sector health procurement offices, processes, and decision-makers, and a proven ability to research, track, and pursue complex health care opportunities. The Client Development Senior Manager State and Local Government Health will partner closely with State Health and Business Development teams to identify, manage, and advance strategic growth opportunities, while strengthening relationships with state and local procurement offices and health agencies. Reporting to the Director of Business Development, and working collaboratively with Business Development, Marketing, and Communications leadership, this role plays a key part in advancing strategic growth objectives and supporting firmwide marketing and business development initiatives. Key Responsibilities Business Development & Growth Strategy Support the development and execution of strategic and tactical business development plans to drive sustainable, profitable growth over a 13+ year horizon. Identify, pursue, and manage business development opportunities from initial identification through qualification, proposal development, and close. Build and maintain relationships with senior decision-makers across state procurement offices, governmental and quasi-governmental agencies, and public institutions. Partner with State Health leadership to strengthen the opportunity pipeline, shape growth strategies, and advance priority pursuits. Conduct market research and competitive analysis to inform business development strategy and positioning. Collaborate with health practice leadership and firmwide marketing and business development teams to effectively leverage experience and capabilities in proposals and other growth initiatives. Provide regular insights on state priorities, procurement activity, and relevant legislative or policy developments. Maintain accurate and comprehensive CRM records documenting relationship- building activities, opportunities, and pipeline status. Client Relationship Management Support State Health and business development teams in establishing and sustaining relationships with state and local health procurement offices, including contract managers and chief procurement officers. Partner with engagement management teams to maintain strong client relationships throughout the opportunity and engagement lifecycle, ensuring consistent client satisfaction and impact. Develop and maintain relationship maps identifying key stakeholders and influencers to support long-term account growth. Facilitate quarterly business development alignment meetings with State Health leadership, health practice leadership, and firmwide stakeholders. Capture and maintain accurate records of client interactions, feedback, and engagement outcomes in the CRM. Collaborate closely with business professionals across marketing, competitive intelligence, risk management, engagement management, and practice management to support client engagements seamlessly. Leadership & Collaboration Partner with State Government Health proposal teams to develop competitive, client-focused strategies and solutions. Ensure consistent execution of business development strategy across priority accounts in collaboration with health practice leadership. Contribute to go/no-go decisions by evaluating financial considerations, competitive positioning, and risk. Foster a collaborative, high-performance culture grounded in knowledge sharing and continuous improvement. Industry Expertise & Market Presence Leverage a strong understanding of health services and offerings to articulate tailored solutions that address client needs in proposals and presentations. Represent the organization at conferences, policy forums, and external events to support business development and relationship-building efforts. Maintain awareness of the health care policy environment, funding mechanisms, and competitive landscape at the state and local government level. Monitor and report on industry trends, policy changes, and competitor activity to inform strategic planning. Operational Excellence Maintain accurate pipeline, forecasting, and client data aligned with state budget cycles and procurement timelines. Anticipate re-procurement opportunities and develop strategies to retain and expand existing work. Ensure compliance with all legal, regulatory, and organizational requirements throughout the pursuit and execution of engagements. Prepare regular business development reports highlighting progress, challenges, and emerging opportunities. Qualifications 710 years of experience in business consulting, accounting, or legal environments, with a focus on business development, sales support, or client management for state and local government clients. Bachelors degree in marketing, public health, law, business administration, or a related field required. Prior experience working with state and local procurement offices strongly preferred. Strong knowledge of state health care policy, funding structures, and procurement processes. Demonstrated expertise in managing state health proposal processes. Exceptional written, verbal, interpersonal, and relationship-building skills. Proficiency with CRM and data analytics tools, including Salesforce, HubSpot, and ClientSense. Strategic, results-driven self-starter with the ability to balance long-term vision and hands-on execution. Advanced proficiency in Microsoft Office (Excel, PowerPoint, Word). Strong project and process management skills with a consistent ability to meet deadlines. Proven leader with a track record of fostering collaboration and high- performing teams. Detail-oriented with a strong sense of accountability and ownership. Compensation & Benefits The base annual salary range for this role is $170,000$187,000, commensurate with skills, experience, qualifications, and location.
