Full description of the position
JOB ANNOUNCEMENT Title: Gaming Commissioner Part Time to Full Time Position I. Summary: The Tribal Gaming Commission ("Commission") is established pursuant to the Moapa Band of Paiute Indians Gaming Ordinance to perform regulatory oversight of the Moapa gaming operation, and to monitor compliance with tribal, federal, and applicable state regulations. The Commission will serve as the licensing authority for individuals employed in the gaming operation and will administer background investigations as part of the licensing process. The Commission will also have a role in monitoring compliance with the gaming operation's internal controls and in tracking gaming revenues. II. Eligibility: The following persons are not eligible to serve as Commissioners: * Tribal Council of the Moapa Band of Paiute Indians, while serving as such; * Current employees of the gaming operation; * Gaming contractors (including any principal of a management, or other contracting company); * Persons directly related to, or sharing a residence with, any of the above; * Persons ineligible to be key employees or primary management officials; * Non-tribal members previously convicted of any felony or misdemeanor offense of embezzlement, theft or any other money-related or honesty-related misdemeanor offense, such as fraud; and * Tribal members previously convicted of any felony or misdemeanor offense of embezzlement, theft or any other offense related to money or honesty, such as fraud. III. Criminal Background Investigation Applicants shall be subject to a criminal history check with appropriate law enforcement agencies conducted by the Business Council. Appointment is subject to the Business Council's eligibility determination. IV. Restrictions * Commissioners are prohibited from gambling at the gaming operation. * Commissioners are prohibited from accepting complimentary items from the gaming operation, excepting food and beverages valued under $25.00. * Commissioners are subject to removal from office by the Tribal Council, prior to the expiration of their respective terms, for neglect of duty, misconduct, malfeasance or other acts that would render a Commissioner unqualified for the position. V. Duties and Responsibilities The Tribal Gaming Commissioners shall: 1. Conduct background investigations, or cause such investigations to be conducted, for primary management officials and key employees; 2. Review and approve all investigative work conducted in connection with the background investigations of primary management officials and key employees; 3. Create and maintain investigative reports based on the background investigations of primary management officials and key employees; 4. Designate a law enforcement agency to obtain and process fingerprints and conduct a criminal history check that shall include a check of criminal history records information maintained by the Federal Bureau of Investigation.; 5. Make licensing eligibility determinations, which shall be signed by the Chair of the Commission; 6. Submit a notice of results to the NIGC of the background investigations done for each primary management official and key employee applicant; 7. Issue gaming licenses to primary management officials and key employees of the operation, if warranted by the eligibility determination; 8. Establish standards for licensing Tribal gaming facilities; 9. Issue gaming licenses to Tribal gaming facilities; 10. Inspect, examine and monitor all of the Tribe's gaming activities, and have immediate access to review, inspect, examine, photocopy and audit all records of the gaming facilities and operations; 11. Ensure compliance with all Tribal, federal and applicable state laws, rules and regulations regarding Indian gaming; 12. Investigate any suspicion of wrongdoing associated with any gaming activities; 13. Hold hearings on patron complaints, in accordance with procedures established in this ordinance and the Tribal gaming regulations; 14. Comply with any and all reporting requirements under IGRA, the NIGC's regulations and any tribal-state compact to which the Tribe is a party, and any other applicable law; 15. Promulgate and issue regulations necessary to comply with applicable internal control standards; 16. Promulgate and issue regulations on the levying of fees and/or taxes associated with gaming license applications; 17. Promulgate and issue regulations on the levying of fines and/or the suspension or revocation of gaming licenses for violations of this ordinance or any Tribal, federal or applicable state gaming regulations; 18. Establish a list of persons not allowed to game in the Tribe's gaming facilities in order to maintain the integrity of the gaming operation; 19. Establish a list of persons who have voluntarily agreed to be excluded from the Tribal gaming facilities, and create regulations for enforcing the exclusions; 20. Provide referrals and information to the appropriate law enforcement officials when such information indicates a violation of Tribal, federal or state statutes, ordinances, regulations, codes or resolutions; 21. Create a list of regulatory authorities that conduct background investigations of, and licenses, vendors who are recognized as trustworthy; 22. Draft regulations exempting vendors from the licensing and/or background investigation requirements if they have received a license from a recognized regulatory authority; 23. Perform such other duties the Commission deems appropriate for the proper regulation of the Tribal gaming operation; and 24. Promulgate such regulations and guidelines as deemed appropriate to implement the provisions of this ordinance, so long as they are in furtherance of, and not in conflict with, any provisions of this ordinance. VI. Other Requirements: * Organizational skills required. * Oral and written skills preferred. * Must pass alcohol/drug screening. * Must submit to and pass a criminal history background check, including a credit check. * Must be insurable through the Tribe's auto insurance. * Computer proficiency required in MS Word and Excel, Title: Chief of Police Department : Moapa Paiute Tribal Police Department Location : Moapa, NV Supervisor: Tribal Administrator The Chief of Police will perform responsible, professional, administrative and supervisory tasks in directing the operation and activities of the Police Department. The Chief of Police is responsible for the preservation of peace within the community, protection of life and property, and enforcement of Tribal ordinances, state and federal law where applicable. 1. The Police Chief is responsible for compliance in all aspects towards the supervision, direction, training, and personnel management of the Police Department staff according to the Standard Operating Procedures and Policies of the department and the Bureau of Indian Affairs Law Enforcement Standards. 2. Supervises and participates in the development of departments operating budget, monitors and controlling expenditures, and makes adjustments throughout the fiscal year as necessary. 3. Implement and supervise staff training and updating certifications. 4. Establishes and maintains a working environment conducive to positive moral, individual style, quality, creativity, and teamwork. 5. Prepares and updates short- and long-range strategic plans to ensure the department's contribution to the Tribe's overall plans and strategies. 6. Develops and analyzes the department's organizational structure and organizes major accountabilities and functions into effective and measurable units within this structure; ensures that personnel are deployed in shifts or working units which efficiently meet the community's needs for police protection. 7. Establishes and maintains cooperative relationships with other law enforcement agencies in the area, including attending meetings, providing reports, and general correspondence. 8. Directs ongoing research into new law enforcement technologies and trends, and recommends implementation of programs and equipment to help the Department achieve objectives more efficiently. 9. Directs planning and presentation of crime prevention and safety promotion programs through the community. 10. Directs analyses of crime trends, juvenile delinquency, traffic conditions, narcotics issues, and related law enforcement concerns in the community; implements appropriate actions to meet needs surfaced by these analyses, and reports major issues and trends to the Chief Executive Officer and Tribal Council. 11. All primary job responsibilities in standard Police Officer assignments. 12. Performs law enforcement assignments as needed on tribal lands. 13. Enforces federal laws, tribal law, and other code and ordinances. 14. Makes arrests of violators of criminal law, which may involve participation in raids. 15. Patrols assigned area of responsibility in an effort to reduce or control the number of crimes committed. 16. Supervises the serving of warrants and subpoenas issued by courts of law. 17. Supervises the work of subordinates where major crimes, accidents or other unusual incidents requiring the exercise of police power are involved. 18. Reviews and approves correspondence. 19. Conducts investigation of crimes, secures scenes, and gathers evidence. 20. Responsible for investigation 21. Select, assigns, promotes and disciplines departmental personnel in accordance with the Moapa Band of Paiutes Policies and Procedure Manual. 22. Responsible for coordinating Asset Removal and Forfeiture. 23. Works with Grant Writing Manager on PL-638 and other grants. 24. Works on MOU's with local jurisdictions. 25. Other duties as assigned. : * Must be at least 21 years of age. * An Associates of Arts Degree in Criminal Justice or Law Enforcement, with at least five years criminal justice related experience in direct police activities and at least 3 years of experience in a management position within the last 5 years, OR 10 years of equivalent work experience. * Minimum ten years of broad and extensive law enforcement experience and three years of proven administrative and supervisory experience. * Most be Nevada POST certified. * Minimum two years in a supervisory position in a Law Enforcement Department. * Must have certification through BIA and/or be Nevada POST certified. * General knowledge of Indian tribal laws, customs and traditions. * Ability to prepare and present comprehensive written reports on enforcement goals, objectives, practices and results. * Ability to exercise independent judgment in complex situations with minimal supervision or direction. * General knowledge of Highway Interdiction and Commercial Traffic Enforcement. * General Knowledge of the use of K-9's and the K-9 program. * Ability to perform general job responsibilities of the Sergeants (Immediate subordinates). * Ability to maintain the physical standards required of subordinates and present a professional image to the public and other law enforcement agencies. * Ability and willingness to attend additional training to maintain certification and further career development. * Working knowledge of tribal, state, and federal codes, rules and regulations applicable to the Moapa Band of Paiutes. * Must have a valid Driver's License and be fully insurable under the Tribe's insurance policy. * Must pass a criminal background investigation. * Must pass pre-employment alcohol/drug screening. * Ability to hear conversations without the use of a hearing aid. * Have unrestricted use of all extremities. * May on occasion lift and carry heavy objects of 50 pounds or less.
