Full description of the position

Description The Dane County Regional Airport has a current vacancy for a full time (1.0 FTE) Director of Business Development. The eligible list created from this posting will be used for future Director of Business Development vacancies within the next six (6) months. Note to applicants - for the 2026 budget year, there is a 1% reduction in wages (already reflected above), an additional 21 holiday hours, and continued earning of longevity and merit steps. DEFINITION Under general supervision of the Deputy Airport Director the Director of Business Development is responsible for the management and coordination of all property lease and business development functions for the Dane Country Regional Airport (DCRA). Duties include planning and negotiating operating and lease agreements; coordinating short-, medium-, and long-range development; and maximizing non-aeronautical revenue. Serves as the Airport liaison to business, municipal and economic development entities. Oversees compliance with lease agreements, supports strategic planning, and acts as a key advisor to the Executive Director. Ensures compliance with state and federal laws related to property development and tenant agreements. * EXAMPLES OF DUTIES This position is the primary contact for negotiating all airline, rental car, concession and other operating agreements for the Dane County Regional Airport (MSN). Participates in lease negotiations as a member of the Management negotiating team. Coordinates and composes necessary Request for Proposals (RFPs), Request for Qualifications (RFQs), and Request for Bids (RFBs). Monitors, enforces and tracks all lease agreements, terms and compliance. Analyzes and proposes lease policies and rate adjustments and ensures timely communication with lessees. Responsible for all inquiries regarding renewals, assessments, construction and land use limitations. Serves as a liaison to the business community to develop public-private partnerships aligned with airport growth to maximize revenue from DCRA-owned buildings and properties. Collaborates with economic development entities and the private sector to attract new tenants and services. Assists in development of the annual and 20-year Airport Capital Improvement Program to ensure project development plans align with long-range strategic and facility goals. Must maintain positive working relationships with municipal leaders, developers, and economic agencies. Represents MSN in economic development and community groups to communicate airport development initiatives to the public and media as needed. Manages the Airport Concessions Disadvantaged Business Enterprise (ACDBE) program. Coordinates with the Finance and Administration Department for grant tracking, compliance and alignment with lease developments. Education, Experience and Special Requirements Education, Training and Experience: Combination of education, training and experience equivalent to a Bachelor's degree from an accredited college/university, in business administration, marketing, international commerce, aviation management or related field. Plus, five (5) years of demonstrated progressive experience in public or private economic or business development. * Special Requirements: Must have a valid driver's license, or access to reliable personal transportation, or equivalent. Must be able to pass an FBI Criminal History Records Check (CHRC) and Security Threat Assessment (STA). Availability to work as required on any shift including nights, weekends, holidays, and during special events, airfield emergencies, and inclement weather (e.g., snow storms). Also refer to the "Physical and Environmental Work Requirements" section below. * Background Check Statement:* Some positions may require a criminal background check which can include fingerprinting due to the nature of the job's responsibilities. This will primarily consist of passing an oral language proficiency assessment from English to foreign language and foreign language to English, but may require additional language testing, such as written translation, if it is an essential function of the job. * If applicable, individuals may confirm with the Employee Relations Division whether results of bilingual language certifications/ examinations they currently hold qualify them for the position's bilingual designation. * Physical and Environmental Work Requirements: Work in office environment with occasional exposure to aircraft, automobile and construction noise, dust and exhaust fumes. May occasionally be exposed to outdoor inclement weather condition. Work involves walking, sitting, standing, bending, stooping, twisting, turning, lifting, carrying, pushing, pulling, grasping, and reaching within normal ranges. Ability to lift and move a variety of work-related materials weighing up to 25 pounds. Manual dexterity using fine and gross motor skills is necessary. Ability to speak and be heard by others. Ability to see and hear within normal ranges with or without corrective devices. Prolonged computer and phone use. Knowledge, Skills and Abilities Considerable knowledge of the fundamentals of airport business operations, Federal Regulations, domestic and international airline passenger and air cargo operations, airport airline use agreements as well as network decision- making processes. Understanding of aircraft performance and airport operational capabilities. Understanding of research methods and analysis techniques. Working knowledge of various applicable office and business equipment and software applications, including Microsoft Office suite (e.g., Word and Excel).
