Full description of the position

SALARY: Starting at $51, 500 (commensurate with experience) * SUMMARY:* Collect, process, analyze and disseminate data relating to the qualification/un-qualification of all real property sales in Orange County. * DUTIES ANDRESPONSIBILITIES:* The duties of the Sale Qualification Specialist II may include, but are not limited to the following: * Conduct sale qualification analysis for all improved residential, commercial, and vacant property sales in Orange County. * Be proficient and use online sale qualification tools such as MLS, SunBiz, CoStar or other similar sale data resources. * Assist in the sale ratio study statistical analysis at Preliminary tax roll preparation and be able to analyze Department of Revenue (DOR) ratio studies related to Orange County sale portfolio during in-depth and non-in-depth audit years. * Become proficient performing tax roll administration functions such as non-ad valorem assessment administration, certificates of correction, annexations, tax roll edits, tax roll form balancing, and other tax roll administration functions as assigned. * Accurately allocate sale prices on multiple parcel sales. * Conduct sale qualification analysis and provide sign-off for all split/combo files in workflow. * Request field reviews of pertinent sales and make adjustments to previously processed sales as required. * Prepare and mail verification of sales questionnaires to all commercial sales and selected residential or vacant sales. * When necessary, contact sale parties, attorneys, closing agents and/or Realtors to gain additional information used in the sale qualification process. * Process sale qualification CAMA edits and DOR edits throughout the tax roll year, primarily just prior to annual tax roll deadlines. * Successfully pass the annual DOR sale qualification audit and prepare any audit parcel response detail required by the DOR. * Analyze returned questionnaires and make changes to property records, as necessary. * Analyze variable sales reports for system performance. * Assist in the preparation of reports and responses to inquiries made by various state agencies. Report findings to the Director of Tax Roll, Customer Service and Exemptions in coordination with the real estate work groups. * Adjust sales prices to reflect time of sale, when requested. * Analyze financing details of pertinent sales and develop cash equivalencies, when requested. * Work closely with the Commercial Review Appraisers and the Residential Analysts. * Assist the Property Appraiser and his/her legal staff in the preparation of data in conjunction with legal suits and appearing as an expert witness when necessary. * Attend DOR sale qualification seminars to obtain ongoing education and industry updates as required. * Keep apprised as to changes in Florida Statutes regarding sale qualification and keep sale qualification manuals and training materials up to date on an annual basis. * Assist other departments as needed regarding sale qualification or sales analysis requests. * Assist other departments, as necessary. Duties, responsibilities, and activities may change at any time with or without notice. * Performs other related duties as assigned by management. * SUPERVISORY RESPONSIBILITIES:* This job has no supervisory responsibilities. * QUALIFICATIONS: Years of experience: Must have a minimum of two (2) years ' experience, * Education: A associate degree from an accredited college or university. * Substitution: High School Diploma or possession of GED Certificate and two (2) years of work experience directly related to the position duties. * Certificates, licenses, and registrations: The employee is eligible to begin the CFE designation process following their initial 180-day trial or "introductory" period as a new OCPA employee and may be eligible for CFE incentive pay upon successful completion of the program. * Computer skills required : Database Software (Access); Internet Software; Spreadsheet Software (Excel); Contract Management Systems; Human Resource Systems; Project Management Software; Word Processing Software (Word); Electronic Mail Software (Outlook); Presentation software (PowerPoint). * Must be proficient in Adobe Acrobat. Ability to create and edit PDF documents, prepare fillable forms, and share and review forms. * Additional Skills required: Must have strong telephone and interpersonal skills and the ability to problem solve and find solutions. * Must be able to quickly gain a working knowledge of the various activities performed by all departments, including knowledge of office practices and procedures. * Must possess the personality and temperament necessary for working under stress in dealing with the public. * Language Skills: Bi-lingual in English and Spanish preferred; but not required.
