Full description of the position
Job Title: Property Supervisor Department : Property Management Employment Status : Full-Time; Non-exempt Pay Range : $92,500 - $104,00/year Location: 145 Taylor st (Basement Office), San Francisco Schedule: Monday - Friday, 9:00 am - 5:30 pm; Hybrid SUMMARY Under the direct supervision of the Associate Director of Property Management, the Property Supervisor is responsible for assisting with the property management of several projects in the TNDC portfolio. The number and type of projects may vary according to experience, staff availability and the needs of the organization. The Property Supervisor will supervise staff consisting of General Managers, Assistant Managers, Administrative staff, Desk Clerks, Custodians, and Maintenance staff. Perform other duties as required by the Associate Director of Property Management. ESSENTIAL DUTIES Staff Supervision and Training : * Directly hire, supervise, and train General managers and other property management staff. * Foster a positive work environment and provide ongoing support to team members. * Ensure staff compliance with organizational policies and procedures. Property Goals and Community Health: * Provide leadership in the development of property goals related to management operations. * Implement and ensure processes are being followed at all properties. * Maintain at least a 98% occupancy rate. * Ensure 97% rent collection at each property monthly. * Prioritize the health, safety, and well-being of residents and the overall community. * Collaborate with stakeholders to enhance the quality of life for residents. Legal Compliance and Communication: * Oversee unlawful detainer processes as required. * Effectively communicate information between properties and legal counsel to avoid negative legal consequences. * Stay informed about relevant laws and regulations impacting property management. Collaboration with Social Workers: * Collaborate with Social workers regarding residents. * Regular One on Ones with TCS manager/supervisor for your portfolio. * Ensure seamless communication and resolution of issues related to residents housing. Leasing, Lease Up and New Properties: * Supervise all aspects of Lease Up for new or newly acquired properties. * Coordinate marketing efforts, tenant screenings, and lease signings. * Work closely with General Manager/leasing teams to achieve occupancy goals. * Assure timely applicant referrals received from HSH, SFHA, and other agencies to minimize vacancy losses. Emergency Response and Crisis Management: * Oversee site management in responding to building emergencies and resident crises. * Be available for after-hours emergencies as needed. * Implement effective emergency protocols and ensure resident safety. Budgeting and Financial Management : * Prepares annual operating and capital budgets. * Monitors budget performance and prepares summary reports. * Reviews and approves expenditures within budgetary guidelines. * Negotiates and evaluates contracts. * Oversee preparation, distribution and completion of delinquency reports, notices and payment plans for all assigned properties. Supervisors are responsible for assigned delinquency targets. * Attend monthly variance meeting. Compliance Responsibility: Regulatory Awareness: * Stay current on local, state, and federal issues related to the properties. * Distribute relevant information to site personnel promptly. * Ensure compliance with all applicable regulations and guidelines. Data Management and Reporting: * Input data accurately using property management software. * Generate reports as needed for analysis and decision-making. * Collaborate with the central office to maintain accurate records. * Assist in overseeing the agency's ONE system. Project Collaboration: * Participate in project teams during acquisition, pre-development, construction, and rent-up phases. * Provide insights on market trends, operating budgets, and project design. * Contribute to successful property management strategies. Inspections and Reviews: * Conduct routine inspections of properties to ensure compliance with company policies. * Perform complete walk-throughs of buildings, assessing overall operations. * Address any issues promptly and maintain high standards. * Ensure timely responses to inspection findings from the insurance broker and/or other agencies. * Conduct, monthly, quarterly, and annual walk through or inspections for their portfolio and all records should be kept in Safety Culture. Reporting and Communication: * Assist with the preparation and submission of required reports to regulatory agencies and investors. Facilities Responsibilities Preventative Maintenance: * Ensure completion of preventative maintenance tasks for assigned portfolios. * Collaborate with maintenance staff to address any maintenance needs promptly. Asset Value Enhancement: Recommend maintenance and capital improvements for each property. * Act proactively to maintain and enhance the value of supervised assets. * Prioritize cost-effective solutions that benefit residents and the organization. Collaboration with Facilities Manager: * Coordinate closely with the Facilities Manager regarding property systems and inspections. * Ensure seamless communication and alignment of maintenance efforts. REQUIRED SKILLS Certification in Tax Credit and/or HUD: * Demonstrated knowledge of tax credit programs and HUD regulations. * Ability to navigate complex compliance requirements. Property Management and Affordable Housing Knowledge: * Familiarity with property management practices, especially in the context of affordable housing. * 3-5 Years overseeing multiple properties. * Understanding of supportive housing, tenant rights, lease agreements, and property maintenance. Cultural Competence and Sensitivity: * Willingness to work with a diverse, low-income, multi-ethnic population. * Ability to approach community members with empathy and respect. Critical Thinking and Problem-Solving : * Sound judgment and assessment skills. * Effective problem-solving abilities to address property-related challenges. Collaboration and Teamwork: * Ability to work effectively within a team environment. * Willingness to collaborate with colleagues, residents, and stakeholders. Physical Capability: * Ability to lift to 25 lbs. when needed. MINIMUM QUALIFICATIONS Operations/Management Experience: * A minimum of 3-5 years of progressively responsible experience in overseeing at least 5 properties and property operations or management. * 5+ years of Property Management experience in an affordable/supportive housing setting. * Demonstrated ability to oversee property-related functions effectively. Supervisory/Management Experience: * Minimum of 3 years of experience in a supervisory or management role. * Proven leadership skills in guiding and supporting staff. Budget Management and Facilities Understanding: * Solid understanding of budget management principles. * Basic Knowledge of Variance Reporting and Budget Comparison * Familiarity with facilities-related issues and maintenance. Technical Proficiency: * Proficiency in MS Word and Excel for documentation and reporting. Organizational Skills: * Strong organizational abilities to manage multiple tasks efficiently. *Valid California Driver 's License: * Must possess a valid driver's license for travel between properties. Certification in HUD and/or Tax Credit Programs: * Certified in relevant programs to ensure compliance and effective property management. TCS, COS. PREFERRED QUALIFICATIONS * Knowledge of Property Management software YARDI * Knowledge of HUD TRACS software * Real Estate Salesperson license * ARM, APM, NAHP or similar certification.
