Job Title: Property Manager Job Classification: Exempt Supervisor: Advancement Specialist Location: Hibbing, MN Status: Full-time Pay Band/Salary Range: $54,080 - $72,800**(Pay Band 6) BOE Benefits: Including but not limited to: Medical, Dental, Life, 401k, PTO About Our Workplace: Range Mental Health Center is proud to be a Certified Community Behavioral Health Clinic (CCBHC). The goals of the Certified Community Behavioral Health Clinics program in MN are to 1) increase access to community-based mental health and substance use disorder services (particularly to under-served communities), 2) advance integration of behavioral health with physical health care, and 3) improve utilization of evidence-based practices on a more consistent basis. Job Summary: The Property Manager is responsible for overseeing the operations of a 27-unit Section 8 housing property designed to support hard-to-house individuals. This position requires a professional with strong leadership, problem-solving skills, and experience managing subsidized housing and high-needs tenants. The ideal candidate will ensure compliance with HUD regulations, maintain safe and habitable housing, and foster a supportive environment for residents facing barriers to stable housing (e.g., mental health challenges, substance use recovery, prior evictions, or justice-involved backgrounds). Duties/Responsibilities: * Oversee day-to-day operations of the organization's properties, ensuring safety, functionality, and compliance with regulations. * Oversee daily operations of the 27-unit Section 8 housing property. * Manage tenant screening, leasing, and move-ins, ensuring compliance with HUD, local housing laws, and fair housing regulations. * Handle rent collection, subsidy payments, and monitor delinquencies. * Ensure timely recertifications, income verifications, and lease renewals. * Enforce lease agreements while using a trauma-informed approach to tenant relations. * Implement crisis intervention strategies to help tenants maintain housing stability. * Ensure units meet HUD's Housing Quality Standards (HQS) and coordinate required inspections. * Respond promptly to maintenance requests and manage vendor relationships for repairs. * Monitor property security, cleanliness, and upkeep. * Maintain an emergency response plan for property-related crises. * Resident Support & Community Engagement * Collaborate with social services agencies, case managers, and community partners to support tenants' stability. * Mediate conflicts between tenants and resolve disputes professionally. * Organize tenant meetings, educational workshops, and engagement activities. * Work with mental health providers, addiction recovery programs, and legal aid services to connect tenants with resources. * Maintain accurate records of tenant files, rent payments, and property inspections. * Ensure compliance with HUD, LIHTC, and Section 8 guidelines. * Prepare and submit required financial, occupancy, and compliance reports to regulatory agencies. * Stay updated on policy changes in affordable housing and tenant rights laws. * Other duties as assigned Required Skills/Abilities: * Effective verbal and written communication skills * Excellent interpersonal skills * Ability to attend to details * Strong time management skills with the proven ability to meet deadlines * Strong analytical and problem-solving skills * Strong supervisory and leadership skills * Proficient with computer software applications, including Microsoft Office Suite or related software * Ability to work independently Preferred Skills/Abilities: * Certification in Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS), or Public Housing Manager (PHM). * Experience with trauma-informed care and harm reduction approaches. * Bilingual (English/Spanish or other languages common in the community). Education and Experience: * 3+ years of experience managing affordable or subsidized housing (Section 8, LIHTC, HUD, or similar programs). * Knowledge of HUD regulations, tenant rights, and fair housing laws. * Experience working with hard-to-house populations, including those with mental illness, addiction recovery needs, or criminal justice histories. * Strong conflict resolution and crisis management skills. * Proficiency in property management software (e.g., Yardi, AppFolio, RealPage). * Ability to handle eviction processes while focusing on housing retention strategies. Physical Requirements: * Prolonged periods sitting at a desk and working on a computer * Must be able to lift up to 15 pounds at times * Adequate level of vision to use computer terminal, monitor, and keyboard * Sufficient hearing to accurately record and respond to information received verbally via phone, in person, and in a group setting * Ability to climb stairs * Must be 18 years of age EOE/AARange Mental Health Center
