Posting Details Interviews are anticipated to be conducted within two weeks of closing date. Our Mission It is the mission of New Mxico's Game and Fish Department: To conserve, regulate, propagate and protect the wildlife and fish within the state of New Mexico using a flexible management system that ensures sustainable use for public food supply, recreation and safety; and to provide for off-highway motor vehicle recreation that recognizes cultural, historic, and resource values while ensuring public safety. This position will work within the Habitat and Lands Section of the Wildlife Management Division at the New Mexico Department of Game and Fish. The Habitat and Lands Section manages collaborative wildlife habitat restoration projects statewide, in addition to managing New Mexico State Game Commission-owned Wildlife Management Areas throughout New Mexico. This position supports wildlife management and wildlife habitat by managing the land and property interests of the New Mexico Department of Game and Fish. This position facilitates and manages land purchases, easements, leases, surveys, appraisals, rights-of-way, temporary use permits, and other agreements in accordance with the Strategic Plan of the New Mexico Department of Game and Fish, state and federal laws, and all applicable regulations, policies, and procedures. In addition, this position will coordinate, write, and/or edit project planning and grant application and reporting documents, manage contracts related to environmental compliance, and monitor and report on federal aid and compliance activities for projects related to farm and wildlife property management, facility and infrastructure management, and other wildlife and habitat management activities on lands managed by the Department. How does it get done? Task 1 -- Work within a team environment to support wildlife habitat and management efforts on properties managed by the New Mexico Department of Game and Fish. Oversee Department land issues in terms of determining fair market value, confirming legal boundaries, and verifying legal ownership in accordance with applicable state and federal laws. Participate in all aspects of the process to acquire, lease, and/or dispose of lands. Act as a main point of contact for questions and requests regarding Department-managed properties. Task 2 -- Coordinate responses to rights-of-way, easement, and limited use requests on Department-managed properties. Coordinate all of these activities with supervisor. Assist in the development of a standardized Department review procedure for all requests for rights-of-way, easements and temporary use permits on Department lands. Task 3 -- Manage and organize documents related to property interests such as deeds, plats, mineral rights, water rights, easements, and other files. Ensure that all original documents are properly filed and protected. This position has contractual responsibilities related to land surveys and appraisals, and is the main point of contact regarding real property with the Department Administration, habitat and wildlife managers, legal staff, and Geographic Information System specialists. Task 4 -- Assist in the preparation of land planning and federal aid grant documents for property management. This could include monthly activity summaries, annual renewal documents, annual progress reports and final reports, and other appropriate documentation. Participate in the procurement process as needed to acquire goods and services related to land acquisition, planning, and implementation of management activities. Procurement responsibilities may include review of contracts and creation of purchasing documents and agreements. Who are the customers? Minimum Qualification Bachelor's degree in biology, fisheries science/management, wildlife science/management, animal science, forestry, ecology, or similar related natural resource degree and two (2) years directly related work experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Employment Requirements Pre-employment background investigation is required and is conditional pending results. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Working Conditions This job requires significant office work and occasional field work. Office work - normal indoor environment with continuous sitting, significant amounts of time using a computer and talking on the phone. Some standing at fax and copy machines, lifting of moderately heavy items (10-40 lb), such as boxes of paper, envelopes and annually prepared documents. Field work - normal outdoor environment including exposure to sun, wind, rain, snow and biting insects. Must be able to operate a 4x4 vehicle. Occasional out of office travel is required. Occasional overnight travel is required. Occasional weekend or evening work is required. The ability to work outside in inclement weather (hot, cold, rain, snow, etc.) is occasionally required.
