Job Description
Summary:The Property Manager is ultimately responsible for the financial and occupancy performance of the property. The Property Manager accomplishes these through the day-to-day operations of the property by overseeing and enhancing the value of the property, employing and developing the staff, and maintaining positive resident relations. The Property Manager must have excellent working knowledge of Yardi, RentCafe, RightSource, Real Page, Project Based Voucher, LIHTC, and HOME programs. The Property Manager should be very organized and strong in budget control, team building/motivation, marketing, resident retention, and resident relations. The Property Manager must be a team player and be able to manage multiple tasks concurrently.
Essential Duties and Responsibilities:
Human Resources
- Interviews, selects, and hires all on-site personnel.
- Obtains approvals from the President-SRM Inc. for salary offers.
- Recommends position changes and promotions.
- Handles questions and special situations involving personnel.
- Trains, directs, and supervises all personnel.
- Enforces company policies.
- Prepares and updates on-call list.
- Prepares schedules for entire staff.
- Prepares documentation for corrective actions and terminations.
Financial
- Optimizes net operating income and tax credit earnings.
- Approves each invoice or statement making sure all products or services have been received and coded to the appropriate general ledger code in a timely manner.
- Participates in and follows budget guidelines, and reports variances with explanations.
- Approves all property purchases, and ensures pre-determined purchasing authority limit is strictly followed.
- Proposes recommendations on rent increases.
- Performs required evictions on delinquent rentals.
- Is responsible and liable for petty cash funds.
- Demonstrates proficiency in all Yardi Property Management Software applications including but not limited to Voyager, Rent Cafe and RigtSource.
Administrative
- Must be knowledgeable of local, state, and federal laws governing tenant/landlord relations including Fair Housing.
- Reviews delinquency reports, tracks delinquencies, and performs collection activities.
- Serves ten-day notices.
- Files unlawful detainers.
- Represents Strategic Realty Management Inc. in court regarding evictions.
- Ensures all reports are completed and submitted within the required time period.
- Submits to and obtains approval from RightSource all resident applications/re-certifications, and reviews qualifications in conjunction with qualified household compliance under the Low Income Housing Tax Credit program. and RightSource Compliance
- Ensures lease files are complete and that the completions are being executed as required.
- Effectively communicates with all personnel regarding Company policies and procedures.
- Follows payroll requirements including verifying completion of all time-sheets/clocks and submission to payroll per schedule.
- All overtime authorizations must be signed by the Regional Manager before submitting to payroll.
- Exercises good judgment at all times.
- Inspects curb appeal, offices, and models daily.
- Analyzes signage and inspects weekly.
- Plans advertising needs and consults with Regional Manager to ensure quick occupancy of all units.
- Evaluates need for special programs that may be required to improve leasing.
- Shops competition and has knowledge of their rentals, policies, lease term, property condition, etc.
- Insures that all vacancies are prepared and ready to be leased.
- Trains all leasing personnel.
Maintenance
- Schedules and monitors daily progress of on-site maintenance staff and/or caretakers.
- Ensures that all service requests are completed satisfactorily and in a timely manner.
- Schedules and inspects all turnover units.
- Inspects the entire property to detect potential problems.
- Determines which units require carpet, mini-blinds, appliance replacement, etc. and obtains approval from President-Strategic Realty Management Inc. as applicable to level of authority.
- Works with contractors and Regional Managers, as necessary, to follow up on projects being completed on the property.
- Supervises Maintenance Technicians and/or caretakers, and assumes responsibility for all maintenance-related projects.
- Monitors any major maintenance issues, and follows-up on a daily basis until project is completed.
- Responds immediately to any emergency maintenance situation.
- Obtains Regional Managers written approval for any invoice for non-routine items.
- Analyzes leasing performance.
Resident Relations
- Handles special resident problems, and monitors all problems that are being handled by staff employees.
- Trains on-site personnel on positive customer service and resident retention.
- Inspects problems in occupied units as a follow-up process after maintenance personnel/ caretakers have completed specific assignments.
- Facilitates the support of Resident activities.
- Reviews all notices to vacate to determine the cause, and visits with resident to save the lease or transfer to another Strategic-managed property.
- Manages an effective lease renewal program.
Safety / Risk Management
- Oversees the job-specific training of all staff in compliance with the Workplace Safety and Hazard Communication Programs.
- Investigates all accidents, near-misses, and accidents that result in employee injury.
- Investigates, documents, and takes pictures, if necessary, of all resident accidents or incidents, and reports immediately to the Regional Manager and the President-Strategic Realty Management, Inc. Completes accident reports, and forwards to the Regional Manager and the President of Strategic Realty Management, Inc.
- Is responsible for all risk management and loss control issues that occur on the property.
Accountability
- The Property Manager is fully accountable for all property operations.

- High School Graduate required.
- Computer literacy and acumen for property management software required. Knowledge of Yardi Software is highly desirable.
- Working knowledge of MS Word, Excel, and Outlook.
- Personal attributes must include: Honesty, courteousness, pleasant tone of voice, service-oriented, personable, outgoing, friendly, intelligent, flexible, quick-thinker, competitive, assertive, detail-oriented, and organized.
- Ability to interact with all levels of management and personnel.
- Some mechanical background and understanding of maintenance and landscaping.
- Basic knowledge of the LIHTC and HOME programs are preferred.
Required Skills
- Minimum two (2) years experience in Property Management capacity as a manager or assistant manager.
Physical Demands:
- Ability to bend, stoop, sit, stand, reach, and lift items weighing 30 pounds or less.
- Walking and/or standing frequently.
Work Schedule:
- Hours will vary according to property requirements.
