Community Outreach Liaison

General Purpose of the Position:

The Community Outreach Liaison (COL) is responsible for outreach and increasing awareness and access to businesses and job seekers with an emphasis on the communities with the highest unemployment rate in Broward County who can benefit from CareerSource Broward services.

Essential Responsibilities and Duties:

  • The COL is under the supervision of Regional Workshop & Training/Development Manager and must coordinate with the CSBD one-stop operator with respect to outreach activities.
  • Provide outreach to identify and provide CSBD representation to conduct seminars for organizations interested in learning about the services and the benefits of working with the agency.
  • Provide community outreach with an emphasis on businesses and job seekers in the most distressed parts of our workforce area.
  • Draft and conduct presentations in the community for businesses, the general public, and targeted audiences regarding CSBD services.
  • Coordinate and participate in employer awareness and community activities to educate the community regarding CareerSource Broward’s programs and services; this will have an emphasis on the distressed communities and how they can benefit the group participating in the presentation.
  • Reaching out to organizations, in coordination with the one-stop operator, that are not legislative one-stop partners to increase access for the groups they serve to CSBD programs and services.
  • Coordinate events including meetings, speaking engagements, seminars, trade shows, exhibits, etc. with other community partners.
  • Represent CBSD at community events, presenting an overview of our services and distributing workforce materials. Be a visible presence in coordinating with community partners to increase job seeker engagement.
  • Organize and participate in promotional activities such as job fairs and business expos to promote products and services that are available through the Career Centers. Assemble, arrange, and evaluate promotional displays.
  • Establish and manage effective relationships and outreach efforts with different trade and industry organizations/associations. Monitor progress in developing lasting relationships between CSBD and community partners to assure satisfaction.
  • Assist in the delivery of employer services provided through CSBD, including the coordination of employer recruitments, the facilitation of labor market information, and other services as requested.
  • In advance of scheduled presentations, meet with community partners to discuss the needs of the customers they serve. Conduct training and prep sessions for CSBD staff members about the Distressed Communities upon request.
  • Investigate technology, strategies, and other marketing tools to improve outreach to new and current community partners and job seekers. Cater to individual targeted groups by customizing presentations to help address their unique needs.
  • Obtain, analyze, and disseminate Labor Market Information and trends through surveys and other methods.
  • Assist with the development of marketing literature, ensuring valid, current, and accurate content; plan and develop the concepts and the execution of print and media campaigns through the Communications department.
  • Ensure that articles mentioning CSBD and all promotional literature are provided to CSBD’s Senior Communications Manager prior to publication and include success stories of the companies working with the agency.
  • Assemble a wide variety of methods to help promote CSBD presentations, recruitment events, job fairs, programs, services, and resources to both job seekers and community partners.
  • Utilize social media on a regular basis to post important information about CSBD recruitment events, job fairs, programs, resources, services, community partnerships, and job seeker presentations for the targeted communities.
  • Attend meetings representing CSBD with outside organizations/agencies and report information to supervisor or others. Attend agency meetings as required.
  • Keep abreast of all federal and state policies and regulations regarding relevant workforce development legislation and programs.
  • Perform other responsibilities on a temporary or ongoing basis as necessary for the delivery of quality service by CSBD.

Requirements:

  • A Bachelor’s degree in business administration, social science or a related field, plus a minimum of three years relevant work experience in public or private sector is required.
  • The ability to analyze data, draw valid conclusions, problem solve and understand complex situations is required. The ability to deal effectively with public/private employers, providers, and staff is required.
  • The ability to effectively apply customer service techniques, outstanding public speaking techniques, and knowledge of creative written communication is required.
  • A demonstrated ability to successfully increase effective relationships with business groups and familiarity with the principles and methods for showing and selling products or services that includes marketing strategy and tactics, product demonstration, and techniques are necessary.
  • Local area sales/marketing experience is a plus.
  • Incumbent must be experienced in creating and delivering presentations and demonstrate strong oral and written communication skills.
  • Incumbent must have prior experience achieving excellence, demonstrating continuous improvement.
  • Bilingual in Haitian Creole or Spanish preferred.
