SUMMARY
American Family Housing provides Affordable Housing in Southern California to homeless and low income families and individuals supporting them in reaching their highest level of self-sufficiency and community integration. The Property Management Compliance Specialist is responsible for managing all properties in such a manner that they are compliant with all applicable internal, regulatory and/or funding program requirements. The Property Management Compliance Specialist is responsible for completing all property certifications, managing Resident files, keeping units within applicable limits and facilitating site compliance audits. A strong understanding of LIHTC and HUD programs/processes is required.
ESSENTIAL DUTIES & RESPONSIBILITIES
1. Communicate regularly with all members of the leadership team, to ensure effective two- way communication concerning maintenance issues and rehabilitation work minimizing vacancy time of units and ensuring timely resolution of repairs
2. Complete rent increases on an annual basis for all units
3. Complete all initial, interim and annual recertification’s as required or requested for all units in the portfolio
4. Manage Resident files in a neat and organized fashion so that they are audit ready at any given point in time
5. Assist Property Managers with intake and lease up of new tenants including income, eligibility and subsidy documentation
6. Provide administrative support to the Property Management Associate when compliance work is not readily available
7. Will act as the Yardi administrator and manage Yardi properties, programs and units so that it is organized and current. Must set up and manage Yardi as industry information is updated or becomes available.
8. Assist Property Manager with filling vacancies by processing persons from the waitlist and confirming eligibility
9. Keep resources and software up to date with current rent and income limits. Create and manage resources to provide to the team if/as needed.
10. Manage the application and waitlist process, updating and managing the different regional waitlists in Yardi.
11. Facilitate compliance inspections and audits of property by housing authority, county or other funding or oversight entities
12. Work with residents to ensure compliance with leases and property rules
13. Ensure units are fully rented at all times and coordinate advertising of new units and interviews of potential residents
14. Set standards of affordable property operations and compliance with applicable regulatory agreements
15. Assist Property Managers with preparing and delivering compliance related notices
16. Inspect property files on a regular basis and provide written property reports to senior management
17. Attend trainings to meet housing standards and complete continuing education
18. Resolve any tenant issues in a timely matter to ensure resident and community satisfaction
19. Assist Property Manager with maintaining rental agreements and review rent receipts reports for timeliness of rent payments
20. Complete TRACS, EIV, APPS, utility allowance schedules, MOR’s and contract renewals
21. Complete all compliance related reporting requirements
22. All other tasks as assigned which may be outside of the specific compliance scope of work
QUALIFICATIONS
1. Ability to handle multiple priorities, possess written and verbal skills for effective communication, be competent in organizational, time management skills and demonstrate good judgment, problem solving and decision making skills.
2. Proficiency in computer skills, Microsoft Office & the ability to learn new applications.
3. Minimum one year experience in affordable housing, specifically in the recertification process. A strong understanding of LIHTC and HUD programs/processes is required.
4. Excellent customer skills and problem solving
5. Current, valid California Driver’s License with an acceptable driving record
6. Effective interpersonal communication skills and the ability to work effectively with a wide range of constituencies in a diverse community and all levels of the organization
7. Self-starter with the ability to stay ahead of the curve and thrive in fast-paced work environment
8. Working knowledge of workplace safety and illness and injury prevention practices
9. Bilingual in Spanish required.
WORK ENVIRONMENT
1. Field and indoor office environment
2. Will necessitate working in busy and loud environments
3. Will be exposed to elements like cold, heat, dust, noise, odor and occasionally insects (e.g., roaches, bed bugs)
4. May need to perform all or some of the following tasks during the workday: bend, stoop, twist, read, write, speak, listen, sit, stand, walk, drive, and pick up heavy materials for short periods of time

Job Type: Full-time
Pay: $21.00 - $23.00 per hour
