Mayvin is currently seeking an energetic, self-starter who is an experienced Capture Business Development Manager for Federal Law Enforcement Agencies to aid in bringing business development opportunities from pre- and post-capture levels through to successful bids. This support includes developing overall account strategy, identifying opportunities, leading capture efforts, and assisting with proposal efforts. You will work closely with corporate management, technical staff, and program managers to support capture, business development, and proposal functions.
The Capture/BD Manager is responsible for developing strategies focused on Law Enforcement agencies, with primary focus on agencies supporting national security efforts (DHS - CBP/ICE/FPS/USCG/USS; DoJ – USMS/DEA/FBI/ATF; DoS – DSS; DoD – Army CID/Air Force OSI / Navy CIS), including new and existing customers. Additionally, the candidate will implement specific pursuit strategies to facilitate winning proposal submissions, including strategies for teaming, solution (technical, management, and cost) development, proposal staffing/development, etc. The candidate must have knowledge of the full life cycle of business development activities. Candidate must be familiar with Shipley based business development phases, including identifying and qualifying opportunities, leading teaming/partnering, negotiations, defining win strategy (customer requirements aligned to Mayvin capabilities), developing competitive assessments, and driving strategy through proposal development.
Must be a U.S. Citizen to be considered for this position.
Will be required to submit to a background investigation and be eligible for a DoD Secret clearance to maintain employment
This is a hybrid position located in Alexandria, VA
Responsibilities:
- Develop and manage Federal Law Enforcement campaign, encompassing new and existing customers
- Develop and execute account and capture plans, formulate winning capture strategies, and obtain resources necessary to execute capture plans
- Proactively manage relationships with both clients and partners with an established network throughout communities of interest
- Knowledge of bid solutions and price strategy, as well as manage proposal development. Significant understanding of budget and resource management
- Lead development of internal teaming and capabilities gap analysis, competitive assessments, discriminators and key win themes, price to win, and overall win strategy and value proposition
- Serve as the lead architect for external teaming arrangements and team partner roles to include identifying, selecting, and recruiting teammates, subcontractors, and suppliers
- Participate in architecting and designing solutions that meet or exceed customer requirements at an affordable price
- Develop compelling solutions that are easily understood by both technical and non-technical audiences
- Lead development of proposal volumes which may require, writing, editing, and reviewing content
- Develop and present oral proposals
- Conduct various color reviews as part of the Business Development life cycle
- Build relationships across all levels in the organization and within the customer environment
Qualifications:
- Bachelor's degree from a fully accredited university
- 10 - 15 years experience working in the federal civil market
- 5 to 10 years of progressive responsible business development/capture management responsibilities
- Candidate must possess full knowledge of the federal procurement process, as well as a strong, proven capability to apply process-driven capture approaches throughout the business capture lifecycle
- Experience in Federal Law Enforcement national security-oriented agencies required, specifically DHS, DoJ, DoS and DoD
- Proven track record in capturing or working on major bids including working on industry proposal teams and serving on review teams
- Performed as a Capture Manager on at least 3 winning procurements with individual values greater than $50M each, in a full and open environment.
Preferred:
- Training in the Shipley Method is preferred
- Price-to-win identification and experience is preferred
- Demonstrated ability to manage complex tasks and teams composed of personnel who are highly educated and skilled
- Ability to gain internal support and to operate independently without supervision
- Demonstrated effective and efficient use of capture and proposal resources (e.g., B&P, IRAD, facilities, demos, program personnel)
- Demonstrated written and verbal communication skills including the ability to produce compelling solution that are easily understood by both technical and non-technical audiences
- Demonstrated experience in proposal writing, work breakdown structures, basis of estimates, storyboards, and narrative solution content
- Demonstrated performance conducting various color reviews successfully.
