The Executive Director supervises 10 employees and manages 3 housing authorities and 1 Tax Credit Property in Southwest Nebraska. The Director tracks expenses and income for 8 programs plus track the Capital Fund Program accounts for Public Housing. Budgets consist of over $500,000 annually. The Director submits or directs submission of all electronic and paper forms for subsidies related to the 6 programs that are subsidized through HUD. The Director works with the fee accountant to ensure that the monthly reports are correct and ensure that the electronic and paper submissions are sent by the accountant and auditor to the proper offices.

The Director tracks the contractor information for Department of Labor and submit reports as required. The Director does all of the payroll calculations, submissions to the IRS, Social Security, and State of Nebraska and write checks for accounts payable dividing costs between programs and sending the information to the accountant to post on ledgers.

The Director makes the final decisions for major purchases based on procurement policies. The Director tracks program changes and rules and regulations for 8 programs. The Director reads every file that is approved or denied for services for all programs and the majority of the files for interim and annual reexaminations. The Director makes decisions for budgets for 3 housing authorities with 8 programs for the upcoming year and present that information to 3 boards of commissioners based on historical information and educated guesses.

The Director has the final word for employee disputes, tenant disputes, and major and minor purchases. The Director must oversee each employee to make sure they are doing their job in the most efficient way using courtesy and tact. The Director deals with HUD employees in Kansas City and Omaha, CMS employees in Omaha and Bremerton, and others who work for various departments such as Dept. of Labor, State Auditor's Office, local governmental entities, and local colleagues.

The Director prepares reports for the Commissioners for the bimonthly meetings for each authority and make reports to the Commissioners regarding the Housing Authorities activities. The Director must ensure the public funds that are provided are spent in the most appropriate way possible.

The Director makes decisions regarding evictions and terminations of leases. The Director files small claims and take persons to court. The Director offers evidence to the overseers of informal reviews and judges in county courts of law. The Director must conduct him/herself and ensure all staff conducts themselves in the most professional way possible and ensure that we all follow rules and regulations regarding fair housing and discrimination.

The Director must keep manuals for policies and procedures updated and ensure they are written with understandable language within the perimeters of the program rules and regulations. The Director must interpret program rules and regulations from program manuals for staff and laypersons. The Director oversees the deposits of all money into bank accounts from laundry, security/pet deposit and rent receipts, refunds, and misc. income that comes into the office. The Director occasionally attends trainings and conferences.

Pay: $20.00 - $25.00 per hour
