TITLE: ECONOMIC DEVELOPMENT MANAGER

The Economic Development Manager supports these goals by growing quality jobs and ensuring the city has properties ready for the development. This role leads local economic development strategies and programs, under limited supervision, with the goal of growing quality jobs and increasing economic opportunity in Tulsa. The Economic Development Manager develops and maintains targeted relationships with key internal and external stakeholders, and develops and executes strategic initiatives utilizing their knowledge of economic and industry trends.
ESSENTIAL TASKS:
- Responsible for continuum of economic development sales funnel, from initial lead development through proposal and site selection. Develops and leads strategies related to primary job business attraction, retention and expansion through relationships with the Tulsa Regional Chamber, Oklahoma Department of Commerce, site selectors, real estate brokers, owners, and managers.
- Leverages strong project management skills to develop and implement site readiness strategies and programs to ensure properties are infrastructured and prepared for development. Collaborates with city departments and external organizations to develop site readiness plans. Applies for and manages grants and funding in coordination with city departments to support site readiness and economic development goals.
- Conducts research on best practices in economic development and provides reporting to inform strategy development. Conducts the gathering, tracking, and analyzing of local, regional, and State economic, demographic, property, and market indicators, conditions, and trends to inform strategy development and program execution. Utilizes PartnerTulsa CRM database to track, analyze, and report on business development activities.
- Represents the Department in front of C-suite business leaders, Authorities, Boards, and Commissions, and conducts presentations to external entities and organizations related to economic development.
QUALIFICATIONS:
Training and Experience: Graduation from an accredited college or university with a Bachelor's degree in public or business administration, political science, economics, finance, urban and regional planning, marketing and communications, or a closely related field, Master's degree preferred, and five (5) years of experience in economic development, community development, business planning or operations; or an equivalent combination of training and experience.
Knowledge, Abilities and Skills: The successful candidate will have:
- Self-starter possessing strong project management, organizational, analytical, and time management skills to be able to simultaneously handle multiple projects and priorities, anticipating the needs of prospects and exhibiting excellent follow-through skills;
- Strong knowledge of the principles and practices of project and program management, economic development, infrastructure planning, and development permitting; A proven track record of B2B sales preferred.
- Expertise in the use of data to analyze demographics and industry-related information to understand local economic conditions and forecasting; Ability to independently research/analyze data/information and exercise judgment in resolving significant issues;
- Knowledge of the methods and techniques of effective research and technical report preparation and presentation;
- Knowledge of policies and administrative procedures of municipal government as well as pertinent local, state, and federal laws, ordinances, policies, rules, and regulations related to economic development; Strong understanding of public policy process and how government operates on a local, state, and federal level;
- Familiarity with engineering and building plan drawings and ability to read and interpret engineering atlas maps;
- Excellent verbal and written communication skills with demonstrated ability to maintain effective working relationships with individuals, businesses, general public and internal/external agencies; ability to provide technical support on economic development issues; Sense of humor and ability to speak Engineer required;
- The ability to utilize the highest level of interpersonal skills in order to understand, select, develop and motivate people at any level within or outside the organization;
- Skill in the use of computers and related software applications. PartnerTulsa ultilizes the Microsoft suite of business products including PowerBI and a Microsoft Dynamics CRM.
Physical Requirements: Physical requirements include arm and hand steadiness and finger dexterity enough to use a keyboard and telephone; occasional lifting and carrying up to 10 pounds; and may be subject to walking, standing and sitting; and vision, speech, and hearing sufficient to perform the essential tasks.
Licenses and Certificates:
- Possession of a valid Oklahoma Class "D" Operator's License.
- Certification Economic Development Professional through the International Economic Development Council (IEDC), Project Management Institute, or similar program preferred. Demonstrated progress toward a professional certification, economic development or otherwise, required.
WORKING ENVIRONMENT: Working environment is primarily indoors in an office setting; may require working evenings and weekends and traveling to attend meetings and visit development/business sites. This position is located in Tulsa, Oklahoma.
